A NUMBER of Grays teenagers have been made subject to an interim court injunction in what appears to be a radical attempt to tackle the gang culture that has infected Grays and Thurrock.
The five teenagers, who cannot be named for legal reasons, have been made subject to a total of 22 specific restrictions. They are also banned from associating with 26 other named individuals. A number of the restrictions make reference to the gang called C17.
The application was made at Chelmsford magistrates court.
The youths have been made subject to the following conditions.
1. Save for any court appearances together, appointments with outside agencies at the same time, or whilst attending any school/college (but even then must not associate together off the premises) or when detained in custody or with prior authorisation of the police (which will be provided in writing).
2.Unless accompanied by a parent or youth worker, not to Enter: Grays Town Park, bordered by Orsett Road, Bridge Road, Clarence Road and Stanley Road –
3.Unless accompanied by a parent or youth worker, not to Enter: Grays Town Centre, bordered by Derby Road, B189, Sherfield Road, New Road, West Street, London Road, A126, Orsett Road, Maidstone Road which includes Grays Train Station. As detailed on Map 1 – Zone A.
4.Unless accompanied by a parent or youth worker, not to Enter: Lakeside Shopping Centre, Lakeside Retail Park and Chafford Hundred Railway Station as detailed on Map 2 – Zone C.
5.Feature in or make any video or audio material that is uploaded onto the internet by him or another, that is threatening, abusive, insulting, incites violence, promotes criminal activity, shows weapons or makes reference to gang affiliations or tensions i.e. C17.
6.Congregate, join or remain in a public place in a group of two or more (with one being himself) where the group is behaving in a manner causing or likely to cause any person to feel intimidated or fear for their safety.
7.Be in possession of any type of firearm or imitation firearm.
8.Be in possession of any knife or bladed article irrespective of length of blade in a public place (no matter what type of knife)
9.Be in possession of any Controlled Drugs or paraphernalia used to possess, sell or manufacture controlled drugs i.e cannabis grinders, deal bags.
10.Be in possession of more than £100 in Cash at any one time without good reason and proof of where the money originates from.
11.Not run away or make off from any Police Constable when requested to stop.
12.Wear any article of clothing with an attached hood (whether detachable or not) in a public place or a place to which the public have access unless in inclement weather i.e raining.
13.Wear any article or item of clothing (for example a hood, scarf or balaclava) covering his face or any part of his face in a public place or a place to which the public have access.
14.Not to ride or be a passenger on any pedal cycle.
15.Be friends or associate with any member of rule (1) on Facebook, Twitter, YouTube, Instagram and SnapChat or using any social networking site to send any message to any members of C17 or to any victims of any past offences committed by members of C17.
16.Own, use or have with him any mobile telephone or telephone SIM card the phone number and IMEI number for which has not been disclosed to the Chief Constable of Essex Police or appropriate Police Force for the area in which he resides
17.Fail to notify the Chief Constable of Essex Police or appropriate Police Force for the area in which he resides immediately or as soon as reasonably practicable of any change or proposed change to his mobile phone number(s).
18.Fail to make any mobile phone or telephone SIM card available on request for inspection by a police officer or member of police staff
19.Provide Essex Police with current Social Media Name details i.e Facebook, Twitter, YouTube, Instagram, SnapChat and notify Essex Police immediately of any changes.
20.Advise police of any changes in circumstances relating to current address, employment or education.
21.Provide evidence within 30 days of the order being placed that he is positively seeking Employment or further education, with evidence that this is being maintained throughout the duration of the Injunction.
22.Engage positively with Gangsline/ Thurrock Youth Offending Service and attend any arranged meetings for as long as the service deem necessary.
